Mr In the Lieutenant Governor's despatch was made Financial 12 of 15 April 1854 request for an accountant of ability to be sent from England to fill the post of chief clerk in the Treasury.
Sir George Grey in despatch 128 of 4th September 1854 replied that such an accountant would be accordingly selected, and in 132 of 21st October 1854 intimated the selection of Mr Selby, for whose appointment a Warrant was transmitted in despatch 141 of 14th November 1854.
Nothing more was heard of Mr Selby for many months and the Lieutenant Governor in despatch No. 32 of 7th May last brought to the notice of the Secretary of State the absence of all intelligence regarding him or his departure from England. Mr Selby arrived on the 1st August, as reported in my despatch A14 of 3rd August last.
I regret to be obliged to say that he was found entirely devoid of the qualifications requisite in an Ordinary Clerk still more those expected in an accountant of ability and necessary in the Chief Clerk.
